La MONUSCO n’est pas partie prenante dans un processus qui débouche sur l’amnistie et l’intégration des groupes armés dans les FARDC ainsi que l’attribution des grades aux seigneurs de guerre.
Pour la cheffe de la mission onusienne qui l’a déclaré ce mercredi 2 septembre au cours d’une rencontre avec la presse à Kinshasa, c’est impensable de récompenser des gens qui ont pris les armes contre leur pays et leurs populations.
« Moi, je passe mon temps pour dire, qu’il ne faut pas les intégrer dans l’armée. Même quand ils déposent les armes, il ne faut pas accepter l’amnistie.Il faut se battre pour que ces gens demandent pardon et rendent compte. Ça fait 20 ans que ces gens survivent parce que, ils sont récompensés.Il faut arrêter, l’Etat doit dire, vous avez pris les armes contre la République, vous n’avez rien à demander, vous demandez juste des excuses.On a été très claire, que si le processus mène à l’intégration dans l’armée ou à discuter des grades, la MONUSCO n’est pas concernée par ça », a affirmé Mme Leila Zerrougui.
Elle fait remarquer que l’intégration des groupes armés au sein de l’armée régulière n’a pas mis fin à ce phénomène :
« Nous, nous avons dit que nous nous impliquons s’il y a intégration communautaire. Depuis combien de temps, on intègre des groupes armés ? Est-ce que ç’a réduit ce phénomène ? Au contraire, chaque année vous avez plus de groupes armés qui opèrent sur le terrain, parce que c’est devenu un business, c’est devenu une mode de promotion ».
